About the Toolkit

For the past several years, the US Department of Transportation has noticed a growing interest in capitalizing on new forms of partnerships between the public and private sectors to plan, finance, build and operate the nation's transportation infrastructure.

To assist in the effective use of public-private partnerships (PPPs), the Federal Highway Administration has carried out research, supplied guidance, and delivered innovative financing tools and programs. These efforts help decision-makers consider the value of PPP highway projects, and provide information about the implementation and management of them.

The PPP Toolkit for Highways is a new resource for transportation professionals and other decision-makers. The Toolkit is not intended to be a comprehensive source of information; there are Web sites that provide reports, case studies, information on federal financing programs, and so on. Some of those resources are part of this PPP Toolkit. But we have tried to be somewhat selective, and have emphasized resources that can help you take action on an idea or a project, such as: sample procurement documents, sample contracts, public briefing materials, state-specific legislation, risk assessment guidance, and financial planning tools.

This resource will be evolving and, we hope, growing. We welcome your feedback on its function and contents, and any suggestions you have for resources that should be added.
